NEED FOR CONCERN:
Lead-based paint (LBP)
has been responsible for causing severe health problems
with workers of the building industry and the general
public. Researchers have found that high concentrations
of lead in the bloodstream can produce convulsions,
nervous disorders, heat disease, coma and even death.
Even at low concentrations, lead cur diminish the intelligence,
attention span, motor skills, balance and hearing of
young children. Potentially, three to four million
American children may suffer from lead-induced learning
disabilities and reduced IQ.
The control and eventual
elimination of lead-based paint in homes and commercial
structures has become
a national priority. To manage the risk of lead ·poisoning.
The US Government has halted the production of interior
lead-based paints and established testing and abatement
guidelines enforced through The Department of Housing
and Urban Development (RUD). Beginning in 1995, Title
X of the Housing & Community Development Act will
require testing for the presence of lead-based paint
when purchasing or selling a home built before 1978
that involves a government-backed mortgage.
Any building
constructed prior to 1980 has a high probability
of containing LBP. Generally, lead-based paint itself
may not be hazardous. The danger lies in the condition
of the lead-based paint, especially if a renovation
is scheduled that might disturb the paint, releasing
lead dust, where it can be inhaled and eventually
absorbed
into the bloodstream. It is critical to have a lead
risk assessment prior to a renovation or a property
transaction. This will protect building occupants
and constructions workers form the unseen hazards of
lead
poisoning.
SOME
PRACTICAL ADVICE:
Complete
Environmental Services (CES) is an environmental
consulting firm that fulfills the critical role
of providing you practical advice on lead-based
paint. The firm has extensive experience with projects
involving lead-base paint, including HUD housing
complexes and national historical buildings. CES
believes that the best approach to managing lead-based
paint is to manage it in-place. If abatement is
necessary, we will provide you with accurate, cost-effective
solutions. Over the yeas, CES has
earned a reputation for producing concise and standardized
assessment reports, practical design solutions,
and responding to our clients in a timely manner.
CES continues its success by following one simple
rule: approach each problem with engineering principles
and deliver them with integrity and VISIon.
AVAILABLE SERVICES:
CES offers the full spectrum
of lead based paint (LBP) consulting services.
- Comprehensive
IBP Assessments
- Practical Design Services
- Project Management
- Operations & Maintenance
Programs
In order to
best understand lead-based paint in your building,
it is critical that you have an accurate
and comprehensive LBP assessment. CES conducts a
complete building survey to determine not only the
location
of LBP, but also the extent of any lead dust already
released. Our trained engineers use state-of-the-art
X-ray fluorescent testing equipment to verify the
existence of lead. Our reports are concise, and include
sound
recommendations and accurate cost estimates.
CES provides
practical design services for abatement of soy hazardous
LBP condition. CES produces accurate
specifications and drawings for abatement process,
and depending on our client's needs, can readily
produce specification in US Coups of Engineers, GSA,
NA VF
AC, CSI, and SPECSINT ACT formats. CES has produced
specifications for small buildings, multiple building
facilities and high-rise buildings. We have been
extremely successful when designing abatement programs
for historical
renovation projects, especially when dealing with
interior wood construction details. CES is well versed
in the
various lead-paint abatement products and can recommend
the best product for each building material.
Project
management of abatement projects has been a forte
of CES for many years. Our experienced industrial
hygienist serve, as the client's on-site representative
to assure that the abatement process is going as
scheduled and safety guidelines are being followed.
CES provides
our clients with a complete final report that includes
a concise summary of all project activities and air
monitoring results, and lead sampling results.
Reliability
of Complete Environmental Services:
The
Healthy Environment Program is a certification
program offered by CES that guarantees that your
building is managed safely in compliance with the
asbestos industry standards and all other government
regulations. After completing our maintenance program
and train the building staff to properly maintain
any asbestoscontaining materials found in
the building. The building is then certified as
asbestos hazard-free.
The certification can
be helpful when refinancing or transferring property.
Most
importantly, it serves as a tenant relation's
tool. The Healthy Environment Program informs tenants,
lender, or buyers that if the building has asbestos,
the staff has been trained to properly maintain it
and scheduled
re-inspections are implemented. |
